The Elective Residence Visa is designed for non-EU citizens who wish to relocate to Italy without working, relying instead on a stable and substantial passive income such as pensions, real estate income, dividends, or other investments. Applicants must demonstrate a reliable annual passive income, generally at least around €31,000 for a single applicant, with an increased threshold for couples and additional dependents (exact figures can vary by consulate).

While the law nominally sets this base threshold for the main applicant and leaves the amount required for additional family members to consular discretion, in practice many consulates have calculated the threshold on a per-person basis, including minor children.

This approach has been challenged in at least one 2025 administrative court ruling, so applicants should confirm current practice with their specific consulate. Required documents typically include proof of passive income (pension statements, investment income, property income), proof of suitable accommodation in Italy, and private health insurance valid in Italy.

The application generally involves two steps: first, applying for the visa at the Italian consulate with jurisdiction over your place of residence; second, once in Italy, applying for the Permesso di Soggiorno within 8 days of arrival. Processing times vary but typically range from a few weeks to a few months depending on the consulate’s caseload.
